Shoozy (or as also known Shoesy) means choosy (or picky) about shoes. Or, being shoes are just too much to look at (basycally too fancy for the outfit).
You can use it as in the following example: Why are you so shoesy today? Which means, why are you so picky about your shoes? (asking someone in the store or the bar, when you saw that the shoes were out of place, or too fancy)
